Why "exhausted"? Sounds like not finding somebody is a
bad thing. How about using the unpopulated chain as a
place to start new colonies, expand out your empire,
build new ships using new (untapped) resources, etc.?

Colony startup is often assumed to take a LONG time, so assume colonies,
but they aren't useful in campaign terms?

Me, I like putting colonies in, and nascent civs as well.
