No, I wasn't thinking about L-7 Interstellar <g>

The ones I was thinking of  (apart from ITTT, that is) were the
Dutch-based 
VRC (Verenigde Randwaartse Compagnie, ie. "United Rimward Company") and,

more questionably, the Texaco Free Trade Zone.
