Almost all games that I have played are of the phased or staged movement
type. That is one side moves then the other side moves (as opposed to
Full Thrust or Robo Rally where orders are written (arranged), so
everyone moves at the same time without the ability to alter the
movement in reaction to how the other side moved).

Examples:
Checkers
Chess
Stratego
Risk
Ogre
Battletech
Dirtside II
Stargrunt II

If you meant move-fire-move, then Ogre is this way with GEVs.

If you meant that movement is rotational based on some other factor
(movement, velocity, dexterity, etc.), I have played a number of these,
but do not recall what they were. Usually, they were based on inititive
and attack speed.

Only SFB. What other phased movement games are
you thinking of?
