No, but a dedicated person (or a programmer) could pull them out of
Google's cache as follows:

http://www.google.com/search?q=cache:INSERTURLHERE+army+military+history
+institute+digital+library&hl=en

for example:

http://www.google.com/search?q=cache:carlisle-www.army.mil/usamhi/DL/Ato
Z.htm+army+military+history+institute+digital+library&hl=en
***

And the same for each linked page, for this is just the beginning of a
thousand mile journey.

However, the site works fine for me. Maybe they've decided to block
extra-territorial access... ;->=

A friend recently went to a Nasa site to download some materials, only
to
be told that his IP was outside the US, and fed regs did not allow the
exportation of the software. A request from Lincoln, Nebraska, mind you.
*sigh*

Luckily, it was developed here at U of N, and there was a handout CD
down
at the local Conservation and Survey Department store. A great place for
topographic maps, just the thing for metagames. If only they carried the
planetary maps locally...
