So, if every one in your gaming group agrees, go with each hull box uses

mass and costs 2.

On the other hand, there should be some limits on construction. A mass
200
ship with 4 damage boxes and  196 mass in weapons does not seem very
likely
(blimps in space?). I would suggest a minimum of 10% of mass must be
spent
on hull. Perhaps, a maximum limit should be set as well, remembering the
discussion of the Move-1 uber-ships.
