Smoking infantry

There is a portion of the rules that mentions that
infantry can use smoke grenades and vehicles can use
smoke dispensers. 

Question: Does it take an action to lay down smoke?

I assume it does for infantry since it involves
"firing" a grenade, but if anyone else has addressed
this, I would like to know what they're doing.
