I was reading back through the thread on campaigns and came across a
comment by Phil P. about requirements. To reiterate:
1) Commerce requirements for merchants
2) Endurance rules that are proportional to ship size and/or points
3) Repair and resupply rules for Tenders, Bases and Auxiliary ships.
4) Amphibious rules for troop ships.

IMHO, this sums it up for campaigns. I especially like the idea of
endurance rules as they disallow fleets from sitting in a system
indefinately (unless they have AOEs insystem. 

Leave the fleet composition and ship design up to the players. Someone
will always try to lawyer their way out of a situation, but in
campaigns, this is much harder than one-offs. A fleet of corvettes that
can be quickly resupplied and is fast moving through FTL can be just as
effective as a SD fleet that is slow and requires a swarm of AOEs just
to feed its personnel.
