I'm not really sure what you mean by "referee".  Can you explain that a
bit?

Incidentally, I've been trying to write a program that generates vehicle
stats, only I haven't really had any time.  Has anyone else tried
something like this?  The program that I have in mind is a GUI-based,
user-friendly, Win95 program that stores weapons and vehicle stats in a
database.
