Well, one thought on this is that just because the PSB says that heavy 
artillery includes HARs, doesn't mean that all rockets have to be heavy.

Thus, you can use different ones and medium and heavy, and maybe make
the 
biggest one a nuke round.  It doesn't get much bigger than that. :)
