No, it had been taken over. But the state government hadn't surrendered;
it
shifted its base to Shreveport. Holding on and defeating Banks in the
Red
River campaign in 1864 freed up Confederate forces in Mobile, which
probably
led to the extension of the war by a few months.
On the other hand, Tennessee had been completely taken over by 1863.
