Space

Agreed.
In most cases it would be cheaper to use the excess
population to colonize Antarctica or populate an
undersea habitat than to ship them to an interstellar
colony.
Using space colonies to relieve overpopulation
is pretty fruitless as well, as compaired to something
like enforcing birth control.
Every *day*, the world's population grows by several
million people.
Therefore, in order to merely keep the population constant,
one would have to ship several million people
into orbit *every day*.
