carrier Superships

Another thought on carriers: for masses up to 100, the maximum permitted
number of fighter groups is 6, ie 1 group per ~16 mass.  For superships,
how
about permitting another group for each 16 mass (or 20 mass, or
whatever)
over 100.  That allows BIG carriers, but keeps them in line with their
smaller brethren.
