The problem is that the 'A' in ASCII stands for 'American', so it's
actually the very foundation of internet communication for the last
few decades that has the issue*.

The sooner the world moves to UTF-8* the better.

* It's a bit more complicated than that, see Wikipedia if you really
  care.
