The list server squashes both HTML and extended character sets down to
plain ASCII, so that people don't get huge emails. The various encodings
of the pound sign don't fit into plain ASCII.

Looking on the bright side, if it were let through, a significant
fraction of readers would see it as a meaningless jumble of characters
anyway...
