The thing about the "rolling for action points" idea in FMAS is that 
it works very well within certain limits (I've used it plenty of 
times, including with players completely new to the system, and 
they've all liked it a lot and had a great deal of fun with it), but 
it has a low tensile strength - it breaks too easily when stretched! 
;-)

I still think it may be possible to use it, at least as an option. 
There should be ways to mitigate the odd effects when it's used for 
very unbalanced games.
