I use fender washers.

We have two Pier One end tables with four "map drawers". These are
fairly shallow drawers, just perfect for miniatures. I have magnetic
sheet in the drawers. The figures stick to the sheets well enough when
you pull them out of the drawer.

Pennies are cheaper, but they don't stick to magnets.

I haven't, yet figured out a good way to base them for individual
skirmish games and for larger scale games. Fortunately, I have few of
either types of rules so it's not a huge deal yet.
