If you're looking for that sort of thing, I've been working on
a similar project (on and off) for the last few years:

It's all Java based, and the code is part of the sourceforge Mapcraft
project[1]. Resource management and the beginnings of a dynamic trade
system (e.g. tracking individual ships) aren't visible in the interface,
but there's some work in the code base.
