What stops someone from making their own cardboard (or plastic /

I saw one rather nice wargame done with painted red and blue wooden  
counters (1.5" x 1.5") representing various platoons.  It looked like  
one of those military maps and looked pretty nice with the limited  
amount of terrain they had on the table.
