There were rules for something similar to this in the
ancient game Imperial Starfire.  The rules also had a die roll
for determining how long it took the Imperial Senate to make up its
mind on what to do.

So even if news of an enemy fleet nosing around
in Tau Ceti got to Empire Earth in record time, the senate could
waste time debating and delay the transmission of orders to
Earth tasks forces in the area.
