Hmmm...
For a campaign ruleset, that almost makes sense "as is".  That's one
thing that most rulesets *don't* take into account; political will.

Campaign Rules:
  Each system is assigned a random quality chit (as per SG2).  "Core"
systems have a higher amount of Veterans, expansion systems are average
and outposts/colonies have more Green chits.
  If a system wants to change its policy, or resist invasion, roll Q to
represent the politicians screwing up military decisions.
