This could get long...

Firstly: Deckplans! Steve Jackson Games still publishes Traveller/Noble
Armada deckplans in both 15mm/25mm (depending on the set). I have quite
a few, and they're indispensible if you don't want to draw your own.

As you have noticed, most mini rules will cover boarding; the only extra
bits to work out is how they get through the airlock to start with and
collateral damage to ship systems ("No! Don't throw that thermal
detonator into the power core!")

I ran a lot of them in Living Force (StarWars d20).

Relating it back to FT...

A few premises:
FTFB: 1 CF = 20 personnel (16 ratings, 4 officers)
DS CS for vehicles = MT CS for vehicles (8 CS per size class)

In MT, a ship received Mass*4 in CS (@ 1 mass = 50CS) for marines, so 8%
of the ship was marine capacity; we'll retain the 8%, so for FTFB ships
there are 2 marines per CF (rounded). They need equipment as well, so
allowing a fudge factor, giving each ship 25 CS per crew factor easily
accomodates the marine contingent + equipment and small craft required.

A Mass 100 battleship would thus have 125 CS of marines made up of:
10 marines @ 4 CS each = 40 CS
2 x Size 4 assault shuttles @ 25 CS/ea = 50 CS
w/ - 2 x size 2 vehicles @ 16 CS/ea (mounted in shuttles)
 + launch facilities for shuttles @ +12.5 CS/ea = 25 CS
10 CS of weaponry (PA, heavy weapons etc) for shipboard actions and
resupply.

In a boarding situation, only the marines would have access to heavy
armour and weaponry. The navy personnel *might* be issued small arms in
case of boarding, but won't have significant armour (except for the DC
teams in EVA gear).
This gives 10 marines with heavy equipment and ~30-40 navy personnel on
DC with the rest of the navy personnel at combat stations and unable to
participate in combat.
Some navies (such as ESU) probably have a higher percentage of marines
to keep the conscripts in line.
