And on any given planet, where you might have units varying in quality
from the 891st New Devonshire Fencibles (Provisional) led by a 98 year
old Baron who has to be awakened by his aide during staff meetings
(and is under the impression that the entire war is rather like a very
large-scale foxhunt) to the flippin' SAS, a system that can deal with
them all is going to be pretty complex.

Or you get absurdities like the above-mentioned.
