Questions:
a. who is this "she"? Neu Swabia?
b. she "wanted Portugal as a buffer to the FSE". Given that Portugal is
on the OTHER side of the FSE from any of the NSL territories, how could
it possibly be a buffer? It might be a buffer between parts of Spain and
New Atlantis--if there was a New Atlantis in the timeline--but that's
about all.
c. were there Maria von Burgunds around when the NSL was established?
d. if so, exactly where did they park them? In Portugal?  Rather a neat
trick, I wouldn't have thought the Maria von B's were
atmosphere-capable.
