For air-fan hover, as opposed to grav, have you looked at fast food
trays?
Some are rounded with 'dents' that look like skirt fingers. My problem
is
that I haven't compared enough tank hull tops to enough trays to see if
there are good size/shape matches...

If there are, you could just about get away with simply laying one on
top
of the other.
