FT Fighters

One possible problem could be that the fighters don't consume enough
mass.

If you build a Fighter Squadron like a starship:
6 Hull = 6 mass
6 x PDS = 6 mass
MD24 = ~14 mass (percentage throws out math).
Fudge factor for PDS vulnerability/reduced weapon range -50%
Total mass = 13 for 6 fighters.

Most of the other weapon systems increase their mass as the range/damage
goes up, but fighters only increase the points cost.

If I need 18 mass to field a fighter squadron (including the hanger), I
could find better uses for it (such as 4 SMR or 2 SML + 6 salvoes).
