[FT] Needle Beams

As a firm believer in the use of Needle Missiles, a controversy arose
concerning the ability of DC parties to repair needle beam damage.  
 
The general consensus was that needle beams *fry* the system and
couldn't be repaired until the ship was in a base with repair faculties.
 However, there is nothing written in the rules (FT,MT,FB) that makes
this interpretation legit.  
 
Alas, as I am stuck playing with rule lawyers, I need a resolution to
this situation.
