Sky Full of Ships (free, FT-inspired ruleset available online) does
something like this where:
O=size class (relative to offensive capability and hit boxes)
D=defense (+30% per armor, +20% per shield)
M=speed (+50% per move increment above basic)

It ends up being fairly elegant in its simplicity and allows for many
genres. You can make a super-fast, super-tough battleship, but it will
your entire fleet! Makes it fairly easy to model the space-cruiser
Yamato. ;)

Might be worth a look and possible 'borrowing' for a ground ruleset.
