The first point of the bacteria in H.G.Wells story is that the Martians
are
killed by something we consider harmless. Something that is harmless to
humans is unlikely to have been used in designing weapons. So humanity
would
not have it ready. If we survive the first onslaught and find out about
their weakness, there surely weapons will be developed that exploit it.
Weaponized common cold, anyone ? Other such possible PSB items might be
trace gases in the athmosphere or in water.

The second point is that the Martians weren't prepared for it either. If
some survive teh common cold, they would start developing protected
vehicles
and suits, cures or vaccines.

Basically, you have an arms race.
