Depends how much like a dolphin Glenn wants then to look, one
possibility is
a combination of increased dexterity in the flippers and/or beak

That's very likely. Much of this depends on what exactly Glenn wants to
fill
the dome with. If its gas then it will get tricky as the atmospheric
pressures would get huge with even small to moderate depths. Another
potential would be to adapt Laserlight's idea and go for a liquid form
of
the components so pressure state isn't so much of a problem... though in
reality its probably still more efficient to develop a small respirator
than
build big domes of whatever material.
