Hmm, that would mean that a platoon of elite commandos couldn't self
rally. Not sure I buy that.

I'd be tempted to say that without a C/C a commander can only rally
units he is in base contact with, or perhaps within 2" or 3" of, as per
the unit Integrity distances.
