I can now say with confidence the difference between
an NCO and an "efreaking escumbag"[1] is not ability
to do one's job, dedication, leadership ability, or
any other factor but this:

The amount of time, effort, and money one is willing
to expend in the quest to look good on Monday morning
at work call formation.
