The rules don't specify when screening status is declared, but I'd allow

it. It is however irrelevant in this case, since screening status has 
nothing to do with intercepting missiles. See FB1 p.6, "Interception of 
missiles by fighters".

FB2 p.5, "Turn Sequence" discusses this in detail
