Likely the ESU, decided just not to try what couldn't be done years 
ago. All of those families with grandfathers, fathers, uncles, 
brothers and sons that were Gurkhas wouldn't roll over and die for 
the Euries. Likely they could have tried it and found that kind of 
motivation in a lot of guerillas just isn't something to deal with 
lightly or cheaply.
