I would suggest that without a supporting vehicle or supply cache, a
mortor
team could carry 1 load of ammo. Note this is not one shot, but multiple
shells, in succession, landing in the same general area. However, I
would
make a new "fire supression mission" marker. Let them trade one MAK or
HEF
in for 3 "FSM" markers. Each time the squad does a suppression mission,
it
uses one "FSM" markers. If they get to a supply vehicle or cache, the
"FSM"
markers are turned in for a full MAK or HEF marker.

If they have access to a supply cache or vehicle, they must remain
within 2"
of it or be treated as above. Otherwise, they are treated as normal
artillery.

What mechanic are you using for infantry packed mortars?

I think it _might_ go like this.

70 pts (20 pts infantry + 50 pts light artillery)
+cost of ammo.

Moves as infantry, may spot for itself.  May _not_
fire suppression missions as they don't carry that
much ammo.

The spot for itself means no delay between designation
and splash so units do not get to move.

Does this sound good or am I way out in left field?

I've found under light RAM mortars that they may be
carried by infantry but have seen no other rules.
