I am willing to agree.	 The number of hunters would
be quite small per village, and the control of ammo
would pervent any form of 'revolutionary movement'.
Not to mention the arms would be in the hands of 
'politically reliable' people.

FCT would be heavily armed due to the history of the 
nation.   The Dutch, and possibly other small nations
(primarly Swede. Nor. Fin.), might be to 'poor' to
provide a satisfactory level of govenment control
of the populace, this coupled with a greater
willingness to 'trust' the people with guns gives more
independence to the people.
