Well my own personal cut when we were playing some games in this theme
was
that the unity thing didn't necessarily always happen smoothly,
especially
in the early days and that the whole thing nearly went belly up for us a
few
times.

e.g. ESU (mind you could quite easily have been any of the major powers,
but
the ESU player here was having fun being a villainous villain character)
using fleet movements as part of anti Xeno-activity to try and get a
foot in
the door for taking over desired systems.

I've also had fun contemplating campaigns/scenarios you could set after
the
Xeno-war. For instance, thinking back to the comments the other day
about
"planet/colony/regional governors" having leeway to do as they want as
long
as they pulled it off you could have a situation where governors used
the
mayhem/loose communications/increased leeway in the wake of the Xeno-War
to
exercise more power (ally with each other, create power blocks, have
"civil
wars") and ultimately one may even come out on top leading to a
"revolution"
in how things are done for that superpower. (And for any how know their
Chinese history, yes these thoughts were inspired by the events leading
up
to the formation of the first Chinese empire).
