Algerians.  Algerians living in Metropolitan France
who don't want to go back to Algeria (the economy
sucks and it's run by sociopaths).  The French people
don't want them, so they ship them off to some crummy
little planet to get rid of them.  The Algerians
decide to tell the French government where to shove
it, along with all the other 'undesirables' dumped on
the planet, and the rest is history.
