I usually point everyone to The Miniatures Page. If measuring to the
"eye
height" of a figure, they use a constant of 1610. To the top of the
figure,
they use 1730.

Regardless, this is about the best reference I've seen for scales. They
list
the mm scale, the proportion (i.e. 1/72) scale, and they mention the
railroad
scale (HO, OO, N, etc.) and give a note on the most popular types of
figures
in those scales.
