That would be the case if all such decisions were made in an entirely
rational fashion. Especially where lethal weapons are concerned, this is
often not the case. I think both proponents and opponents of firearms in
the US will readily agree to this, as just an example ;)

Do note that I said _politically_ acceptable, not
_scientifically/operationally_ acceptable. And yes, that means if you'd
go
for a way different social structure it may suddenly be acceptable.
