Probably not you personally, but your ISP may have an open relay-- a
mail server which accepts e-mail from people not associated with the
ISP who are sending e-mail to other people not associated with the
ISP.  This is often used to send massive amounts of spam-- I'm
surprised your ISP hasn't done anything about it.  It can take a mail
server down pretty easily.  There are a few organizations that keep
track of such open relays and place them in published Blacklists that
other mail servers can refuse mail from.  Blacklists such as Jon's ISP
are using are a pain in the ass for everyone involved, but it's really
the only decent solution against spam so far.  (Your ISP can typically
get removed from the blacklist by fixing their broken server and
demonstrating to the blacklist publisher that it is fixed)
