Just looking at the tracks, this seems excessive.

16(!)/9/8/7 is smelling a little like cheddar.

Lets say we have a ship with 20 Hull. This would normally give 
(ignoring crew for the moment):
5/5/5/5

I'd be able to support something that gave something more like:
6/6/4/4 or even
7/7/3/3 if it were suitably priced.
