How about for a general EMP weapon, we use the same concept as the
Needle Beam, but make it more effective? 

Attacker chooses one system,  

Defender chooses two systems, 

D6 = 5, 6 : Systems chosen are taken out. 

It's simple: only one roll, no bookeeping and it's definately more
effective than a needle beam.
