The Alarishi Empire was initially a Portuguese/German company (Prince
Henry
Corporation).  The AE capital was New Lisboa, for a year or so--between
secession from the EU as it fell apart, until New Lisboa was destroyed
by an
antimatter explosion during fighting with a FSE task force trying to
suppress AE independence.

So the LIRA probably has AE sympathy--and offers of research,
shipbuilding
and technical support contracts.

(The Alarishi Empire has a population about the same size as, say,
present-day Argentina).
