It all depends on how close you actually *need* to be. Try the
filling a larger, ungraduated cylinder (hey ! I'm an ungraduated
biped ! wait, am I proud of this ?) to the brim and measuring the
runoff method.

Demand for those seems to have skyrocketed in the past few
decades... My high school lost 16 tripple-beam balances in one raid.
The rest of chemistry and all of AP physics sucked real hard.
