Star Trek and FB2

To those who've got both:

Glen Bailey and Alan Brain both write up Romulan plasma weapons as doing
nasty damage but being vulnerable to the target's PDS.	Would a Phalon
plasma bolt launcher be a good FT weapon to simulate it ?
