Sorry, Matthew.  My recollection is that Torpedo fighters cost about the
same as always (18 pts per flight more than standard fighters).

Unless the new morale rules have proven a huge disadvantage for them
(and
may have, since they would be preferred PDS targets), I don't think the
damage increase has been balanced by any other disadvantage.
