Ah. . . Chit validity is already fixed for firefights.	If you want to
fiddle with it, you need to account for cover.	That's the primary
factor in whether or not fire vs. infantry is effective--it doesn't take
much to render a human combat ineffective, and most weapons don't
significantly loose effectiveness before gravity pulls them to the
ground.
