Funny you should say that...  Gear Kreig (a WWII version of Heavy Gear)
is
in the final stages of development... Not exactly PA, but walking robot
type guys with honkin' big gas engines on their backs...   I think the
first vehicle designs had aircraft-style radial engines connected to the
Gear's hydraulic pump...

We play bikes as equivalent to infantry for targeting purposes.  They
certainly aren't individually size 1 vehicles (that would be a Jeep, for
example).  Though they are more substantial than a single infantier...
Maybe the rules for shooting at individuals should apply?  But what
about
if you have a group (say 2 or 3) together?  I would play them as equiv
to a
squad.	If it was a big unit of bikes, say 6 or 8 (can't think why you'd
ever have that happening though) then I'd treat it as a size 2 target
for
targeting purposes.
