The one I was looking for was by Bill , the URL is:

Looks good to me.  One thing about the US Fleet that both Bill
(bstraycat) and
Richard (who works for DIA) suggested is that the US Fleet would
be a carrier based fleet.  Richards suggestion was something similar
to a Jean D'arc but with NO offensive weaponry and 8-10 fighter
squadrons.  Bill suggests the US fleet will be based around carriers
and SCS type ships.
