problem: consider 10-mass and a 100-mass ships mounting HBs. both spend
a
thrust point to boost the capacitor; both gain 1 extra point. now, the
10-mass ship just used 0.5 mass of drive to do that, whereas the
100-mass
ship used 5 mass. thrust is not something that you can use in this way;
otoh, it might work if you added points equal to the mass of drive used,
or half of it, or something.
